Throughout his 15-year tenure with the City of Wilmington, Thomas J. Moyer, was instrumental in creating the Minority Business Office and managing the type of DBE program that would stand up against adversity while many minority set-aside programs were being challenged. In his role as Director, Thomas led many initiatives to involve women, minority and disadvantaged businesses in the City's procurement process for competing in government contracts. In 1994, he received a grant from the U.S. Commerce Department's Minority Business Development Agency (MBDA), which established the Minority Business Opportunity Council (MBOC).

Thomas enjoyed the challenge of fighting for equality and recommended many changes to reflect greater support of legislation. He was a towering presence lobbying city and state legislators for equal opportunity for minority businesses. For fourteen years, he helped to lead the City and the MBOC Committee with the Women, & Minority Business Trade Show, which was deemed as the largest and longest running Trade show on the East Coast.

Tom's tenure with the City, led him to be in constant contact with many individuals from the business community, governmental agencies, private industry, legislators and the general public. His distinguished work in the field of minority business helped establish the City of Wilmington as a strong supporter in the field of minority business by promoting and advocating opportunities for small and minority businesses. These opportunities included training, workshop development and other technical assistance for them to compete in the procurement process.

In an effort to honor his memory and years of dedicated work, the Mayor's Office of Economic Development, have created the Annual "Thomas J. Moyer" Disadvantaged Business Enterprise (DBE) "Achievement" Award.

The award will be presented to a DBE business and a Prime Contractor who has positively impacted the procurement of goods and services with DBE's or has obtained the highest percentage of utilization of DBE's and locally based businesses throughout the City of Wilmington.
